For accessible rust Flood Penetrol and a 4" grinder with a cup brush works as well as anything. Penetrol will also bring back chrome pieces that have light rust accumulation. Once the metal is "power tool clean" the penetrol remaining will seal it and can be painted over. Read the directions for adding the product to paint to minimize runs and sags. Penetrol works well for first coat on tools such as wrenches. I don't sell it I just use it.
