the B block may or may not have a counterbalanced crank. It does have larger main bearing journals. The oiling system has direct ports to the main bearnings, so the pump provides oil to the mains, not the valve chamber. The camshaft has a slightly different profile, with longer duration on both intake and exhaust. The A pan will not fit without modification. The B pan will not fit the A flywheel housing without modification. It came with an auto advance distributor, but I have found the total advance is not very much, and use an A distributor in mine. In stock form, there is not a lot of difference in what it will do, but since the mains are bigger, and the oiling better, the B is better for a high compression head, a Riley setup, or some other speed modifications.
