Based on your information my guess would be the wheels are from a '49 or later. Going from memory, the first Ford passenger car with 15" wheels was in 1949. I am sure you already know that the '31 Model A came equipped with 19" wire wheels originally. I would check with Obsolete Ford Parts, Oklahoma. They have aftermarket parts for the early V8 Fords. A swap meet will be held at the BallPark in Arlington,TX Oct.28/31. You should be able to find what you need there. Obsolete Ford Parts are usually at this meet.
