Model A Brakes pins/king pins

Restoring Model A. Re-assembling Front end on frame. Where does the round felt piece go on the brakes pins that go through the king pins? I know it goes on the bottom some where but does it go between the bottom of the king pin and backing plate or below between on the pin at the very bottom next to the brake slides that make the shoes go back and forth. Can't remember where I took the old felt from. There is a small space between the bottom of the king pin and the backing plate.

Also, king pin bearing adjustment. Some told me to leave the king pin bolt hand tight until I got the motor and body back on the frame and then check to see if the king pin bearing was turning against the top of the king pin. Turning against the top will cause hard steering. If the bearing is turning on the top, then remove the backing plate and add shims under the king pin. Seems like alot of troube having to take all of this off after painting and careful assembly. Any suggestions on checking this when it is first installed?
