From one of my professional Model A friends who has worked&restored show A's for 40 yrs - Remove wheels, use a torch (fire wrench) and heat evenly all around the brake drum until drum is hot, this causes it to expand, use a wrech with possibly a cheater bar and try to turn the axle. The heat should cause a lot of the rust to start breaking loose. It will take a long time to do it but keep repeating the process. You might tap the drum lightly on the shoe surface edge while it is hot to help break the rust loose. Try to contact someone at one the the WI.
