If the cable is fitting into the speedometer and speedometer does not move then the problem is internal to speedometer case. If you can hook the cable into an electric drill and run the drill motor in reverse the speedometer should register both speed and distance. A clockwise direction of the drill chuck will not register anything. CCW will simulate forward car motion. Just be sure the cable is completely into the back of the speedometer body. MOst variable speed drills will run CCW about "25 - 30 Miles per hr".
