The saddle that the U-Bolts on the from member hold down has two notches on the bottom side that fit into matching holes on the frame cross member. The saddle should be in place and not need to move. However if the u-bolts were loose there could have been some movement of the spring which would have been noticed when driving or stopping (violent shaking). If you do try to do move the saddle be sure you tighten the u-bolts very itight and replace the cotter keys. On some 28 models, the engine bolted directly to the front crossmember. Put the car in 3rd gear and get someone to help move the car forward to try and free the starter. You might try to push it to get it started. If the battery is good and connections are tight, the starter probably needs to be rebuilt. If this is an early 28 (AR) with the emer. brake lever by the drivers door, the starter may be the early Able drive starter which has a larger shaft than most of the other Model As. There was a change in later 28 models when the emer brake moved to the front of shift lever, emer brake linkage changed, clutch and bell housing changed. Transmission remained the same.
