I would start with checking all wiring to be sure there is not any bare wire rubbing or touching anything it should not be. Good insulation is a major factor in making sure the electicity flows to where it should be going. Get a good book such as one of the "How to Restore" books from MAFCA or a reference book. I will try to see what I have in the way of diagrams and copy and sent to you later. I would concentrate on just one part of the system at a time, engine first, ign switch, amp meter, dash, headlights, tail lights, stop light, etc. You should always have a good ground at battery, starter, generator/altenator, etc. It may take me a few days but I will see what I can find. In the meantime, just check all wires for good condition, clean connection points, tight sockets. Use a voltmeter and see if you have about the same voltage at each connection as you do across battery posts. Be sure there is not any oil or grease on the light switch at bottomm of steering column and that the switch is in good shape. Disconnect stoplight sw and tail light bulbs before checking headlights to isolate problem. I am not sure about the 28 dome light. Early 28s with Left hand emergency brakes were different. Later 28 and early 29 had em brake in front of gearshift. Late 29 - end it was to right of shifter. Early 28 may not have had one. Send another post asking that question.
