I have been there. I tried EVERYTHING-- the fuel line had the filter already installed-- I used kerosene, coffee filters, wire brush inside the tank. The only real solution, which we finally employed was to remove the tank, have it professionally cleaned by a radiator shop and repainted. The paint match is not 100%, however, this was a "close enuf is good enuf" project. Have not had any further problems. I don't have any experience with the various chemicals that are supposed to work, however, after burning up 3 weekends-- it was easier and cheaper to just do it right the first time.
