I am not sure of the differences between the 28/29 and 30/31 studs. However, the swedging process requires a special tool. Contact one of the good suppliers like Mike's A Fordable part 888-879-6453 for a tool to use (part T1109T). It requires a machine shop that knows how to do it and a 30-40 ton press. Swedging will install the stud and roll the shoulders of the stud to the drum. A better idea would be: You might talk to a shop that rebuilds clutch pressure plates and brake shoes. These are usually listed under mechanical friction products and they build and supply for all types of industrial uses small to large. They may have the studs you need as most have been in business a long time, have extensive parts cross-reference books, and the proper equipment & knowledge to do the job. I would make sure the drums are in good shape first as all have to be swedged if new drums are installed. This type of shop would have the tools to do the job. We have one in Dallas called "Brake and Clutch Service Co" 214-741-4953 that might refer you to someone in your area.
