The left lever is spark advance and is up for starting and down based on engine speed when driving. The right lever is a gas throttle and down about 1/2 way when starting. Pull the chock out when starting. Carb richness can be done with the choke rod but leave it alone for now. You might not need to do anything at all. The iginition is 6 volt POSITIVE ground. I doubt it has been changed to 12 volts if stored that long. Join a local club. See DMAFC.com for details and application. We have several members in Lucas, Plano, Parker areas. Carb may be gummed up and gas in tank may be bad. Try to start it with fresh gas. I would spray a LITTLE starting fluid into carb when trying to start the first time. If nothing else it would fire and you would know about the ignition system. Then you can move on to fuel system. Be sure gas is on at bottom of tank. Disconnect line at carb to check for flow. Watch for rust in gas line since setting so long.
