I think that the hole you are refering to is the atmospheric vent on the float chamber. Fuel should not flow out of the vent hole so check to make sure that the float valve is shutting off the fuel at the proper level. As a general rule this level would be 1/8 inch below the opening in the main jet. Check and adjust your float shut off valve.
